Undersecretary of Defense for Policy Colin Kahl spoke at Brookings Institution this week, where he shared the complexities of deterrence strategies within the Department of Defense. The undersecretary shared that managing the increasingly aggressive actions of Russia and China and the continual destabilization brought about by Iran, North Korea, and other violent extremist groups is already complicated enough.
“But you also have a technological revolution,” Undersecretary Kahl continued, “which is informing all of those trends, and a set of transboundary challenges, climate change, pandemics, and others, which are generating real international security challenges, and also real demands on the Department of Defense.” He said that “integrated deterrence” is the Defense Department’s current focus for guiding U.S. defense strategy.
